Billy has extensive experience in property services and large-scale residential operations. As Chief Property Officer, he is responsible for the delivery of responsive repairs through a combination of an in-house Direct Labour Organisation (DLO) and externally appointed contractors. He also leads on property-related compliance to ensure customer safety, oversees the development and delivery of planned investment programmes to maintain homes at accepted standards, and holds departmental budget responsibility while providing assurance to the Board.

Billy brings significant leadership expertise from his previous role as Executive Director of Residential Services at UPP, a leading university accommodation provider. There, he led a team of around 800 colleagues across operations, property management, commercial services, technical compliance, health and safety, and fire and building safety.

Throughout his career, Billy has focused on creating high-quality homes for residents while driving continuous improvement in service delivery and organisational culture.
