Our regulatory gradings
The Regulator of Social Housing (RSH) is responsible for regulating social housing providers in England. It assesses housing associations against a range of standards, including governance, financial viability and consumer standards, to make sure they are well managed, financially resilient and delivering services for customers.
In October 2026, the RSH published its latest regulatory judgement for GSA.
Our current regulatory gradings are:
Governance: G3
Published in October 2026
This grading means the regulator has identified areas requiring significant improvement in how GSA is governed and managed. We must take action to address these issues and demonstrate that improvements have been embedded and are sustainable over time.
Financial Viability: V3
Published in October 2026
This grading means the regulator has identified areas requiring significant improvement in how financial risks are managed. GSA remains a viable organisation but must take action to address the regulator's concerns and demonstrate sustainable improvement.
Consumer: C2
Issued on 29 October 2025 and remains unchanged
This grading means GSA meets the regulator's consumer standards, with some areas identified for improvement in how services are delivered to customers.
The regulator's latest judgement considered GSA's Governance and Financial Viability gradings. Our Consumer grading of C2, awarded in October 2025, remains unchanged.
The judgement identified areas where we need to make further improvements, including governance, risk management, internal controls and financial oversight.
We accept the regulator's findings and recommendations and are committed to addressing the issues identified. Over recent months, we have already taken important steps to strengthen how we operate, improve oversight and governance, and enhance organisational accountability. However, we recognise that there is more work to do to demonstrate that these improvements are embedded and delivering sustainable results over time.
What are we doing to improve?
We have a comprehensive improvement programme in place and are working closely with the regulator as we continue to strengthen the organisation. Our goal is to deliver the improvements required and return GSA to a compliant regulatory grading as soon as possible.
We have already started making improvements. These include:
- Strengthening how decisions are made and checked across the organisation
- Improving how we identify and manage risks
- Enhancing financial oversight and planning for the future
- Increasing independent assurance to make sure improvements are effective
- Strengthening oversight from our Board and senior leaders
- Closely monitoring our performance and taking action where improvements are needed
- Delivering a clear improvement plan, with progress regularly reviewed and challenged.
Our commitment to customers
Importantly, this judgement does not change our commitment to providing safe, quality homes and services for our customers. We will continue to invest in our homes, meet our safety responsibilities and support the communities we serve.
We remain focused on delivering the ambitions set out in our Simpler, Stronger, Better strategy and improving outcomes for our customers.
