We are delighted to announce that Blaine Steede will be joining us as our new Head of Reward early in 2026.

Blaine will take up his new post on Tuesday 6 January bringing with him more than 11 years of professional experience of human resources and eight specialising in shaping and delivering reward programmes.

For most of his career Blaine has worked for Birmingham City Council, the largest local authority in Europe, having joined in an entry-level role and progressed to become a Head of Service leading on significant change programmes for the council.

Reflecting on what attracted him to the post of Head of Reward, Blaine said: “GSA is on a transformation journey being half way through their Simpler, Stronger, Better business strategy. The Head of Reward role presents an exciting opportunity to contribute to that journey — shaping the reward landscape, supporting ongoing transformation and building a reward framework that attracts and motivates a high-performing, engaged workforce.

“I have had a fantastic time at Birmingham City Council, but this opportunity was not one I could miss. I am looking forward to getting stuck in and meeting new colleagues in January.”  

Blaine will report to our Director of People and Culture, Beccy Hemsley and will join the wider People and Culture Leadership team to shape and deliver our strategic priorities, with a key focus on our total reward and recognition offer for GSA colleagues.
